I appreciate your American, but you’re making a lot of mistakes by sensationalising in your clips. Historically if a player was lieing on the wrong side seeking to slow the ball down you were legal to shoe them out of the way. These laws were changed and enforced around 2010. This game was prior to that, and the ref is enforcing it as it was, in his words ‘unnecessary’. So to answer your video title, yes ‘stamping’/shoeing was allowed historically in rugby.
